As of January 2005 the IRS made up a specific set of guidelines as to how a donor is to determine the value of their donated vehicle.
1. If the value of your vehicle is $500 or less, you only need a receipt from the non-profit stating you donated goods of that value with no other qualifying documents needed.
2. If the non-profit sells the vehicle for more than $500 without doing any significant repairs to it, we will mail you a notification stating the exact amount for which it sold, which is the value you state for your tax purposes.
3. If the non profit does either of the following you can take the full, private party market value
A. If the charity makes significant use of the vehicle to further its purpose or gives it to a needy person
B. If the charity makes significant material improvements.

“If a charity intends to make significant intervening use of or materially improve the car, the donor generally can deduct its fair market value.
“Significant intervening use means that a charity must actually use the car to substantially further its regularly conducted activities, and the use must be considerable. There is no significant intervening use if the charity’s use is incidental or not intended at the time of the contribution.
“Material improvement includes a major repair or improvement that results in a significant increase in the car’s value. Cleaning, minor repairs, and routine maintenance are not material improvements.
“The charity must provide the donor with a contemporaneous written acknowledgement of the donation. Without an acknowledgement, the donor cannot deduct the contribution.

Kelly Blue Book can be used by the donor to help determine the market value.
Excerpt from Kelley Blue Book: If you donate a car to a charitable organization, YOU must determine its fair market value. The fair market value of your vehicle cannot be determined by a charity, the IRS considers that to be a “conflict of interest.” Kelley Blue Book can help you determine your vehicle’s value.
Start by logging on to http://www.kbb.com.
Click on: “Used cars” at top, and select the year, make and exact model of your vehicle, then press Enter. Select “Private Party Value.”
You also need to fill in the exact mileage on the car and the zip code in which you will be stating that you live on your tax return.
To help further define your specific vehicle’s value, make sure you accurately select the options on your vehicle. These could include a sunroof, leather interior, power windows and door locks, etc. Check these boxes correctly according to your car and check all that apply.
The bottom box is entitled “Select Vehicle Condition.” Choose “Help Me,” which is the last box on the right. This is important in order to accurately get what the IRS deems as the “fair market value” for your vehicle.
After choosing “Help Me” click on the bottom button called, “Get Pricing Report.”
On this page you rate the following: Exterior Condition, Interior Condition,
Mechanical Condition, and other important factors in rating your vehicle’s current condition. Choose one rating for each. Do not skip any of these questions. Print this page to show the charity and the IRS that you took the vehicle’s current condition into consideration when placing a value on it.
When finished, click on “Get Pricing Report” at the bottom of the page. You will then receive the Kelley Blue Book “Private Party Value” for your car in its current condition. This will be the value you will use for your donated vehicle. You should print a few copies of this page for your tax records, the IRS and for the charity in which you are donating your vehicle. Make sure to take several photos of your vehicle for your files as well.
If the amount of your deduction for all non-cash gifts is more then $500.00, then you must file the IRS Form 8283: Non-cash Charitable Contributions (http://www.irs.gov/pub/irs-pdf/f8283.pdf) with your itemized tax return. A copy should be mailed to the charity or donation program.
The IRS requires that the charity or donation program verify your donation and file IRS Form 8282: Donee Information Return (www.irs.gov/pub/irs-pdf/f8282.pdf). You should be sent a copy for your records.
TAX INFORMATION FROM THE IRS
For information about determining the “fair market value” of a vehicle you can read “Publication 526 Charitable Contributions” at http://www.irs.gov/pub/irs-pdf/p526.pdf. You should read the entire publication. Be sure to read the section entitled “Contribution of Property” and a section called “Determining Fair Market Value.” Another section called “Cars, boats, and aircraft” will help you in situations when donating these types of properties. RECORDS YOU MUST OBTAIN FROM THE CHARITABLE ORGANIZATION
When you make any non-cash contributions, you must get and keep a receipt from the charitable organization showing: Name of the charity, date and location of the charitable contribution, and a detailed description of the donation. This receipt also includes the charity’s tax identification number for your records.

1. What can I donate? 
We gladly accept any vehicle that requires registration such as: cars, boats, RV, trailer,motorcycle, jet ski, bus and of course snowmobiles. In addition we accept select pianos brands, commercial equipment, and smartphones .Gift-cards, antiques, and any item of defined value
2. My car hasn't run in years. Can I still donate my car? 
Yes, most cars are acceptable, running or deceased (there are of course always exceptions ). To find out for sure if we can accept your car donation, please call us at 516-374-1528, or fill our cool online car donation form.
3. How much will I receive as a tax deduction for my used car? 
We don't set the rules we just try to follow them:
The IRS allows you to claim a tax deduction of:
a) The value of your vehicle up to $500. In this case,the donor determines the fair market value. 
b) The amount we sell your vehicle for - if it is more than $500.
JEP-LI is a 501(c)(3) charity organization under IRS code.
We encourage you to check with your tax advisor or accountant to determine the amount of your benefit.

4. Will you accept a car donation with an engine not running or with other mechanical problems? 
Yes!
5 What if I can't find my title? 
We can almost always pick up your car donations without a title. Call us at 516-374-1528 to see whether we can pick up your car.
6. What happens if there's a problem with my car after it's donated? 
You are no longer responsible for the car after it has been picked up. You are liable for all previous storage charges and previous fines. 
7. Will my car be junked or used for parts? 
How your donation(s) will be handled depends on its condition and on other variable factors. In any case, JEP-LI will have benefited, and you'll receive your tax deductible receipt.
8. Do I have to be home when you pick up my car? 
No! Just clean the car of any personal belongings(if you want them) and leave the keys and title under the dashboard.
9. Will I get a temporary receipt at the time of the pick-up? 
You will receive a temporary receipt from the towing company at the time of the pick up. It will have all your car information along with our name and phone number. You just have to notify us once the car gets towed and we will mail you the tax deductible receipt along with your incentive coupons.
10. What do I need to know about signing my title? 
When signing your title, please make sure that you print and sign your name as the "Seller" EXACTLY the way that it appears on the face of the title.
11. Are there any expenses involved on my part, like towing charges? 
No. There is absolutely no charge.
12. What areas do you service? 
We service primarily the tri-state area, however we have the ability to service all 50 states. *
13. Who will pick up my car donation? 
JEP-LI deals with one of the regions most professional towing agencies. Licensed, bonded and insured, they will be arranging the pick up of car donations. You will be contacted to arrange a time of pickup that is convenient for you, free of charge.
14. How long will it take till my car is picked up? 
The average pickup time for car donations is usually 48-72 hours from your initial contact with us.
15. If someone passed away can the car still be donated? 
We can pick up the car as long as you have a copy of the death certificate and documentation that you are the official inheritor of the deceased’s belongings.
16. Can I donate an abandoned car? 
Unfortunately we can not accept abandoned cars. You should try contacting a local junkyard to pick it up.
17. What if my car didn't pass the emission test? 
Even if it failed it we'll be happy to accept it.
18. What should I do with my license plate after I donate my car? 
In most states you should remove the license plates once the tower arrives and return them to the DMV. However, in the following states the license plates need to remain on the car: Alabama, Alaska, Arkansas, California, Delaware, Georgia, Hawaii, Kentucky, Louisiana, Minnesota, Oklahoma, Oregon, South Dakota, Texas, Washington.
In the states of California and Arizona you must also turn in a release of liability as well. In Washington State this form is called a Report of Sale. On this form, you should fill in our name and address:

Just call Toll-Free 1 (866) 573-3123 or fill out the secure Car Donation Form to speak to a KQED Vehicle Donation representative.
He or she will schedule a pickup that's convenient for you, and provide you with confirmation of your donation.
KQED will mail you a confirmation that your vehicle has been sold. If it sells for more than $500 and you gave our representative your Social Security number, you will also be sent an IRS 1098 C form for your taxes.
According to the new tax laws in effect in 2005, this is all you need to claim a charitable contribution to KQED (unless you are claiming less than $500 for your vehicle donation, in which case no receipt is required by the IRS).

FREQUENTLY ASKED QUESTIONS ABOUT KQED'S VEHICLE DONATION PROGRAM

What does KQED do with the vehicles?
The vehicles are sold at private auction. The proceeds are used to help support KQED, Northern California's community broadcaster. Funds from vehicle donations help KQED acquire and produce quality educational and entertainment programs on Radio and Television, and support our outreach efforts in the community.

Is my contribution still deductible under the new tax laws?
Yes, under the new tax law effective in 2005, people who donate vehicles to charities can claim the actual amount for which the vehicle sells at auction. Previously, donors could claim the fair market value of the donated vehicle, regardless of how much money the vehicle sold for.

Do I get a receipt for my donation which shows how much money my car raised for KQED?
Yes, you will be mailed a receipt that shows the amount your donated vehicle brought in at auction. You should expect to have your receipt of sale about eight weeks after you donate your vehicle. In addition, when your vehicle is picked up by the KQED vehicle donation representative, you will be given a confirmation that shows the date of donation, the details of your vehicle, and KQED contact information, should you have any questions before you receive your receipt of sale.

Can I value my vehicle before I donate it to KQED?
Many factors can contribute to the final selling price of any vehicle, including the make, model and year of your car, along with any mechanical or physical damage to the vehicle that could affect its value. KQED recommends Kelly Blue Book at www.kbb.com or Nada www.nadaguides.com as resources that may help you to estimate the value of your vehicle. KQED's vehicle donation representatives cannot guarantee the final selling price, which is your charitable contribution to KQED.

Does my car have to be running to qualify for donation?
No, the car must have an engine and be towable. Cars that are in poor condition may be declined, as the cost to tow them may be more than the value of the vehicle.

Are all cars donated to KQED sold at auction?
No. Occasionally, vehicles that are donated to KQED do not sell at auction. In those cases, vehicles are sold for scrap and you will receive a receipt for what the current market rate is for scrap metal.

What if my car won't pass the smog test?
We can accept vehicles without a smog certificate or current registration.

What paperwork do I need?
You need only the signed title or "pink slip."

What if I lost the title (pink slip)?
As long as you are the legal titleholder, our driver can pick up the vehicle and have you sign a duplicate title, which he will provide.

What paperwork will I need for the DMV?
You will need to sign a release of liability and donation confirmation. Our driver will provide you with all the necessary paperwork. Once you sign the release of liability, you have five days to mail it to the DMV. Our driver will provide you with the address.

How quickly can my vehicle be picked up?
Vehicles are picked up at a time that is convenient for you. Appointments frequently can be made the same day you call, with some Saturday appointments available. Call our representative to find out what times are available in your neighborhood.

I donated my car several weeks ago but have not received my complimentary membership. When should I expect to receive it?
Often it takes four weeks from the moment your vehicle is picked up to the time KQED receives notification of your donation. Then, it can take another two to four weeks to complete your membership and send it to you. You should receive your new member welcome kit approximately six to eight weeks from the date you donate your vehicle to KQED. If you are currently a member, you should have received your thank-you gift at the time of your pickup.
